Pocket Tablet installation uses the Microsoft Windows Installer.  This is available by default on Windows ME, Windows 2000 and Windows XP.  If you are using Windows 95, Windows 98 or Windows NT 4.0 the Microsoft Windows Installer needs to be installed on your system.   The small install of Pocket Tablet only contains the Pocket Tablet installation files while the large install contains both the Pocket Tablet installation and the required Microsoft Windows Installer.
