Debug Timer Off Function

Turn off the highest-level debug timer and return the timing(s) as a String.

Example: 
    DebugTimerSample
    Timer #0:  2.75 s.

Note: Since the resolution of the Timer is only 1/18 of a second, you should consider performing reasonably long tests.
